Dear HONORABLE FULL NAME,

My name is YOUR NAME and I BREIFLY DESCRIBE YOURSELF.  I am writing to inform you of the aerial sprayings known as chem-trails, that are currently taking place in the skies above YOUR STATE and around the world.  I have directly witnessed these sprayings.  I have also researched con-trails and chem-trails utilizing every source of information.  

You are probably familiar with the term con-trail or condensation-trail which are the trails that form behind high flying aircraft when the engine’s exhaust is momentarily crystallized into ice particles that vanish rapidly, much like the wake forming behind a boat.  Adversely, chem-trails stretch out and form a blanket-like cloud cover or artificial clouds that last for hours and sometimes all day.  From direct observation or viewing photographs, you will clearly see that chem-trails are sprayed at extremely low altitudes.  

The U.S. Air Force has an internet web page addressing the issue of chem-trails.  It claims that chem-trails are a “hoax."  
I bring to your attention bill, “H. R. 2977 of the 107th Congress (1st Session)” introduced by Dennis Kucinich on October 2, 2001 titled, "Space Preservation Act of 2001."  In section, "B" of this bill you will find the term, "chemtrails" listed under exotic weapons systems.  

"The term `exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space."  (Bill H.R. 2997 of the 107th Congress - Space Preservation Act of 2001)

Additionally, The Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques clearly states that, "each state party undertakes not to engage in military or any other hostile use of environmental modification techniques."  

"As used in Article I, the term "environmental modification techniques" refers to any technique for changing -- through the deliberate manipulation of natural processes -- the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space."  (Article 2 of The Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques)


There is no doubt that chem-trails are real, any official response that these sprayings are normal or are simply con-trails is unacceptable.  This aerial spraying is a violation of human rights and an assault on the Earth's atmosphere.  It must be stopped immediately.  I urge you to take swift action for full public disclosure explaining the truth behind these ongoing chem-trail sprayings and call for the immediate cessation of chem-trail aerial spraying in the United States of America.
