State & Federal Law.

Rightfully request a copy of the following documents be provided to me:
*All records pertaining to Brendan Michael James.
*REQUEST FOR EXPEDITED PROCESSING is made regarding this FOIA/FOIPA request as there is a
threat to Brendan Michael James' life, physical safety and
social/psychological/economic/mental/spiritual stability. A separate page is included with
this request detailing the most severe attacks against myself.
REQUESTER establishes that this request is urgently needed; I will suffer the loss of
substantial due process rights if the records are not processed on an expedited basis. Such an
issue is that the requester is attempting to get a Federal and State Court Order of Protection
to stop the use of directed energy weapons upon my body. The effects of such actions on
requester have the potential of causing heart attack and/or death. Brendan Michael James will
suffer irreparable injury if the FOIA/FOIPA request process is hindered where such delay will
potentially prevent as early as possible the obtaining of pertinent information that will allow
me to seek legal remedy to stop any directed energy attacks arising from entities under lawful
jurisdiction; otherwise I will continue to experience diminishment of immune system as a result
of any delay and remain at risk from heart attack and/or death.
REQUESTER SEEKS records pertinent to directed energy attacks against me by means of any of the
following terms: UHF, VHF, remote viewing, remote sensing, radionic(s), Radio-Hypnotic
Intracerebral Control, electronic dissolution of memory devices, neurophone, neurophonic,
satellites, psychotronic(s), chemtrail(s), chem-trail(s), psychic, microwave(s), radiation,
psycho-acoustic, laser, electromagnetic(s), Non-Nuclear-Electromagnetic-Pulse-Weapons, Thermal
Gun, x-rays, Extremely Low Frequency, Ultra Low Frequency, Active Denial Technology, directed
energy, radar, ultrasonic, direct-to-skull voice transmissions, passive virtual reality,
virtual reality mind control, mind control, gas plasma transmitters or receivers, infrared,
ghost gun, radio signal, particle-ion beams, plasma, plasma weapons, Voice-FM, less-than-lethal
weapons, telemetry, brain scans, ANY surveillance devices, pulse weapons, harmonics, harmonic
generator(s), HAARP (High Frequency Active Auroral Research Program), thought reading,
hologram(s), mind programming, brain programming, programming, mind pattern
reading/analysis/research, hypnotic(s), hypnotic suggestion, behavior modification, in fact any
existing or experimental military weapon or micro power impulse radar tests.
REQUESTER SEEKS records pertinent to ALL surveillance of me by ANY means, this includes but is
not limited to surveillance from helicopters, Cessna planes, jets, airplanes, ANY form of
aircraft for that matter, phone taps and internet activity surveillance and or logs.
REQUESTER SEEKS records pertinent to ANY form of surveillance devices which have been used to
gather ANY type of information about myself.
REQUESTER SEEKS records pertinent to ANY form of implants, receivers, transponders or coils
that have been implanted ANYWHERE on or in my body.
Additionally, REQUESTER SEEKS records pertinent to ALL tests, experiments, programs, research,
behavior modification programs or any investigations where people have "Global Positioning
System" ( GPS ) technology or any other type of device surgically put in their bodies, between
the dates of May 11, 1983 through THE CURRENT DATE; that has requester's identity information
in any form of alternate filing code, in whole or part within those records; stored in any form
of information transmittal system or method whatsoever, Including, without limitations, files
and documents captioned, or whose captions include [insert changes in name, commonly used
names, acronyms, sub-groups, and the like] This request specifically includes "main" files and
"see references," including, but not limited to numbered and lettered sub files, "DO NOT FILE"
files, and control files. I also request a search of any confidential Index. I request that
all records be produced with the administrative pages.

I wish to be sent copies of "see reference" cards, abstracts, search slips, including search
slips used to process this request, file covers, multiple copies of the same documents if they
appear in a file, and video/audio tapes/recordings/logs of any electronic surveillances.
I wish to make it clear that I want ALL records in your office "identifiable with my request,"
even though reports on those records have been sent to Headquarters and even though there may
be duplication between the two sets of files. I do not want just "interim" documents. I want
ALL documents as they appear in the "main" files and "see references" of all units of your
agency.
If documents are denied in whole or in part, please specify which exemption(s) is (are) claimed
for each passage or whole document denied. Please provide a complete itemized inventory and a
detailed factual justification of total or partial denial of documents. Give the number of
pages in each document and the total number of pages pertaining to this request. For
"classified" material denied please include the following information: the classification
(confidentail, secret, or top secret); identity of the classifier; date or event for automatic
declassification, classification review, or down-grading; if applicable, identity of official
authorizing extension of automatic declassification or review; and if applicable, the reason
for extended classification.
I request that excised material be "blacked out" rather than "whited out" or cut out and that
the remaining non-exempt portions of documents will be released as provided under the Freedom
of Information Act. Please send a memo (copy to me) to the appropriate units in your office to
assure that no records related to this request are destroyed. Please advise of any destruction
of records and include the date of and authority for such destruction.
As I expect to appeal any denials, please specify the office and address to which an appeal
should be directed.

Record of the Most Severe Attacks Against Myself (Brendan Michael James):
September 23, 2005:
At approximately 12:45 AM the lower left side region of my back began being "heated up" as if
an energy were pulsing that area. The isolated painful energy then moved to my heart/chest
region and I also suffered sleep deprivation and constriction in the chest which lasted until
roughly 5 AM.
September 10-14, 2005:
Each night my heart was attacked for hours. I suffered severe isolated pain in my chest area,
constriction in the chest, trouble breathing and palpitations of my heart. During the day
following each night's attack I suffered chest pains and involuntary shivering.
May 16, 2005:
At around 3:00 AM to approximately 6:00 AM my heart was attacked and my whole body felt as if
it were being fried. I had trouble breathing and my heart felt as if it were being stabbed.
March 5, 2005:
I woke up in the morning to mid-afternoon with some type of intense head pressure and felt
completely burnt out and irradiated. My left eye felt as though it were swollen and had been
punched but when I viewed it in the mirror I could not see any swelling.
July 25-30, 2004:
Sunday night was the start of a five day long series of massive attacks. Around 2:00 AM early
in the morning the attacks would begin and last longer each night until it was approximately a
full twelve hour attack on the fifth day. The attacks would begin with a localized
burning/melting sensation in the back of my head (pineal gland area, cerebral cortex) and then
my head would begin to feel as though it were being crushed from all angles with enormous
pressure, and it felt as if someone was trying to literally enter my body through my forehead
and chest. I also had trouble breathing and suffered shock during this period.
Additionally, in the year of 2005 I began noticing that there was clicking type sounds which
sounded as if they were originating directly from my eyes when my brainwave changed (example:
meditation). There now also appears to be the same type of clicking sound originating from my
forehead region when aircraft are flying over my location. These clicking noises now occur on
a frequent basis (as of September 2005).
