Dear FOIA Officer:
This is a FOIA request filed under United States code laws, and under municipal, state, and federal law. I, Brendan James, am being used against my will for experimentation, which involves the use of advanced directed-energy weapons (i.e., plasma weapons technology). I request that a copy of the following records be provided to me: all records pertaining to Brendan Michael James (born May 11, 1983). The records being sought may be labeled or coupled with the terms: “non-consensual research,” "cover research," "human-to-computer applications/research/programs," "psychic warfare training," “mind control,” and/or “directed-energy research/programs.”
Date, time, location, effects, and description of the attacks (i.e., the targeting of Brendan James with advanced directed-energy weapons) are listed below and titled “Attacks.” The “purpose of action” which would have initiated the production of the records being sought is for "experimentation and/or research."
Because there is a threat to my life (due to being targeted by advanced directed-energy weapons), I request that processing of this request be expedited. I will not pay for processing of this request, because there is a threat to my life. You should know that I am: a United States citizen, and a private individual doing personal research. The purpose of this request is: as "an individual" seeking information for personal use, and not for commercial use, and disclosing the information is in the public interest.
Attacks:
1999-2000:
Monitoring/surveillance, possible experimentation, causing fatigue.
2001-2003:
Monitoring, surveillance, experimentation, causing uncontrolled movement of left arm, foot, and facial muscles.
2002-2003:
Targeting of left temple every night causing intense pain, accompanied by dream programming.
September 23, 2005:
At approximately 12:45 AM the lower left side region of my back began being "heated up" as if an energy were pulsing that area. The isolated painful energy then moved to my heart/chest region and I also suffered sleep deprivation and constriction in the chest which lasted until roughly 5 AM.
September 10-14, 2005 (September 13, 2005 - Attempted Murder):
Each night my heart was attacked for hours. I suffered severe isolated pain in my chest area, constriction in the chest, trouble breathing and palpitations of my heart. During the day following each night's attack I suffered chest pains and involuntary shivering.
May 16, 2005:
At around 3:00 AM to approximately 6:00 AM my heart was attacked and my whole body felt as if it were being fried. I had trouble breathing and my heart felt as if it were being stabbed.
March 5, 2005:
I woke up in the morning to mid-afternoon with some type of intense head pressure and felt completely burnt out and irradiated. My left eye felt as though it were swollen and had been punched.
July 25-30, 2004:
Sunday night was the start of a five day long series of massive attacks. Around 2:00 AM early in the morning the attacks would begin and last longer each night until it was approximately a full twelve hour attack on the fifth day. The attacks would begin with a localized burning/melting sensation in the back of my head, and then my head would begin to feel as though it were being crushed from all angles with enormous pressure, and it felt as if someone was trying to literally enter my body through my forehead and chest. I also had trouble breathing and suffered shock during this period.
Additionally, in the year of 2005 I began noticing that there was clicking type sounds which sounded as if they were originating directly from my eyes when my brainwave changed (example: meditation). There now also appears to be the same type of clicking sound originating from my forehead region when aircraft are flying over my location. These clicking noises now occur on a frequent basis (as of September 2005).
Beginning of 2006 to Present Day:
Perpetual-torture involving targeting of head, heart, anus, and genitals. Prolonged stimulation of genitals in conjunction with torture. Dream programming--awakening from controlled dream is synchronised with psychological controls (e.g., low-altitude fly-bys with Cessna planes, clicking/popping sounds produced in nasal cavities). Repetitious thoughts and/or words silently said in head entrained onto nearby sounds and/or with movement of body parts. Metallic-clicking sounds originating from eyes (especially left eye) when prepared to go to sleep.

This is in response to your email, dated 20 November 2007, received in the Information Management Services Center of the National Reconnaissance Office (NRO) on 20 November 2007. Pursuant to the Freedom of Information Act (FOIA), you requested "...all records pertaining to Brendan Michael James {born May 11, 1983}... ."
Your request was processed under the Freedom of Information Act, as amended, Title 5 U.S.C § 552. A thorough search for records in our files and databases revealed that we have no responsive records pertaining to your request.
The FOIA authorized federal agencies to assess fees for record services. Based upon the information provided, you have been placed in the "other" category of requesters, which means you are responsible for the cost of search time exceeding two hours ($44.00/hour) and reproduction feed (.15 per page) exceedinng 100 pages.
