Rightfully request a copy of the following documents be provided to me:

REQUESTER SEEKS records pertinent to directed energy attacks against me by means of any of the following terms: satellites, psychotronics, chemtrails, psychic, microwave, radiation, psycho-acoustic, laser, electromagnetics, x-rays, Extremely Low Frequency, Ultra Low Frequency, Active Denial Technology, directed energy, radar, ultrasonic, direct-to-skull voice transmissions, passive virtual reality, virtual reality mind control, mind control, gas plasma transmitters or receivers, radio signal, particle-ion beams, plasma weapons, Voice-FM, less-than-lethal weapons, ANY surveillance devices, pulse weapons, in fact any existing or experimental military weapon or micro power impulse radar tests.
REQUESTER SEEKS records pertinent to all surveillance of me by any means, this includes but is not limited to surveillance from helicopters, Cessna planes, any form of aircraft for that matter, phone taps and internet ISP taps.
REQUESTER SEEKS records pertinent to any form of implants, receivers, transponders or coils that have been surgically implanted anywhere on or in my body.
Additionally, REQUESTER SEEKS records pertinent to ALL experiments, programs, mind pattern reading/analysis/research, hypnotic suggestion, behavior modification programs, thought reading, mind programming or any investigation where people have "Global Positioning System" ( GPS ) technology or any other type of device surgically put in their bodies, between the dates of May 11, 1983 through April 28, 2005; that has requester's identity information in any form of alternate filing code, in whole or part within those records; stored in any form of information transmittal system or method whatsoever. Including, without limitations, files and documents captioned, or whose captions include [insert changes in name, commonly used names, acronyms, sub-groups, and the like] This request specifically includes "main" files and "see references," including, but not limited to numbered and lettered sub files, "DO NOT FILE" files, and control files. I also request a search of any confidential Index. I request that all records be produced with the administrative pages.
I wish to be sent copies of "see reference" cards, abstracts, search slips, including search slips used to process this request, file covers, multiple copies of the same documents if they appear in a file, and tapes of any electronic surveillances.
I wish to make it clear that I want all records in your office "identifiable with my request" even though reports on those records have been to Headquarters and even though there may be duplication between the two sets of files. I do not want just "interim" documents. I want all documents as they appear in the "main" files and "see references" of all units of your agency.
If documents are denied in whole or in part, please specify which exemption(s) is (are) claimed for each passage or whole document denied. Please provide a complete itemized inventory and a detailed factual justification of total or partial denial of documents. Give the number of pages in each document and the total number of pages pertaining to this request. For "classified" material denied please include the following information: the classification (confidential, secret or top secret); identity of the classifier; date or event for automatic declassification, classification review, or down-grading; if applicable, identity of official authorizing extension of automatic declassification or review; and if applicable, the reason for extended classification.
I request that excised material be "blacked out" rather than "whited out" or cut out and that the remaining non-exempt portions of documents will be released as provided under the Freedom of Information Act.
Please send a memo (copy to me) to the appropriate units in your office to assure that no records related to this request are destroyed. Please advise of any destruction of records and include the date of and authority for such destruction.
As I expect to appeal any denials, please specify the office and address to which an appeal should be directed.

*The purpose of my request is as "an individual" seeking information for personal use and not for commercial use and disclosing the information is in the public interest.

Dear Mr. James:
On 13 May 2005 we received your 28 April 2005 letter providing additional information pertaining to your Privacy Act request referenced above.
Since you have provided the necessary information, we have accepted your request. It will be processed in accordance with the Freedom of Information Act (FOIA), 5 U.S.C. § 552, as amended, and the Privacy Act of 1974, 5 U.S.C. § 552a. Unless you object, we will search for CIA-originated records existing through the date of this acceptance letter. We will not charge fees.
The large number of FOIA requests CIA receives has created unavoidable processing delays making it unlikely that we can respond within the 20 working days the FOIA requires. You have the right to consider our honest appraisal as a denial of your request and you may appeal to the Agency Release Panel. A more practical approach would permit us to continue processing your request and respond to you as soon as we can. You will retain your appeal rights and, once you receive the results of our search, can appeal at that time if you wish. We will proceed on that basis unless you tell us otherwise.

Dear Mr. James:
This letter is a final response to your 10 March 2005 request for information on yourself. We processed your request under the Freedom of Information Act. We searched for CIA-originated records existing through the date of our 17 May 2005 letter accepting your request.
We were unable to identify any information or records filed under your name.
Our searches were thorough and diligent, and it is highly unlikely that another effort would change the result. Nevertheless, you have the legal right to appeal our inability to find relevant records. You may address your appeal to the Agency Release Panel, in my care, within 45 days of the date of this letter. Please explain the basis of your appeal.
